H.264 Encoding Problem in CS4

Hey guys!

For some reason I'm not able to encode my video at the desired bitrate of 12 Mbps.?Instead, Adobe Premier Pro CS4 wants encodes my videos at the default bitrate of 34.98 Mbps.?Is this a common issue or am I doing something wrong??Here are the screenshots of my encoding settings:

The following is the image of AME showing a bitrate of 34.98 Mbps even though I wanted 12 Mbps as shown in the previous pictures:

H.264 Encoding Problem in CS4

Try switching to CBR to set your bit rate, then switch back to VBR and

set the same bit rate. The settings should stick after that.
